PDF being exported as 112 pages instead of 220

I went through the document setup process in Affinity Publisher, and from what I can see I have set things up correctly for a 220 page document, 8.25" x 10.75" in size. I've exported it in a variety of formats, including the PDF 1a that the printer prefers, and it keeps exporting as 112 pages instead of 220.

When I took it to the local office printing place, it printed out with the first page how it should be (in portrait, 8.25" x 10.75"), and the rest of the pages were printed landscape, with two pages on every A4 page. I figured this was just an issue with that printing place, and it would all work out fine once I got the PDF 1a file to IngramSpark, but now it looks as though IngramSpark also have this issue.

Could this be happening because I have some images that stretch across a two page spread? Would it stop doing this if I cut these images up and then put them on separate pages? This would be time-consuming to do, so I'd rather avoid it, if possible.

Is there anything else that I could have done wrong to make it export like this? How can I fix it?
