Would someone kindly confirm? The toolbar you saw was the context toolbar for the Gradient Tool. If you are not able to see the context toolbar (for any tool) go to menu View > Show Context Toolbar. I can see a context bar but I was looking for the old fill layer context bar. I have licked around like a mad man and got it to appeare a couple of times.
