The circle has no fill and Text Wrap Inside. But yes, it is strange that it behaves like Text Wrap Jump. Not sure what you mean by TW Inside behaves like TW Jump. With "Jump" the text jumps from above to below the circle, but with "Inside" it is also inside the circle.
