Every document should have at least one section so the Section Manager should be available in every document.
Do you mean that you cannot get the Section Manager dialog to open when you choose menu item “Document → Section Manager…”, or something else?
Is the Section Manager menu item greyed-out or does it look ‘active’?
If you have used multiple monitors at some point there may be a chance that the Section Manager dialog has moved off-screen. If that is the case then it might be difficult to get it back without some kind of application reset.

One way, in Windows – Select the programme in the task bar, hold the Windows Key and use the left or right arrow keys to move the window onto the other monitor.

Sorry,  you're right! I'm afraid I didn't read carefully enough, I was thinking of having the main app window on another monitor, rather than one of the floating windows.

Hold Ctrl while starting the program, and choose Reset Studio from the Clear dialog.
