Why doesn't DPI stay at 300?

I have created a book in Publisher. I am trying to make all the greyscale images in my book 300 DPI. Using the Resize Document function in Photo, I change their DPI to 300.

Sometimes the images I copy and paste into Publisher are 300 DPI, but sometimes they are less. In Photo,  I have used Resampling both checked and unchecked, but it makes no difference. How do I force these images to be 300 DPI?

Question A: Why do you copy and paste the images instead of placing them? 

Question B: How do you know, that the images are not 300 dpi anymore?

Thanks for getting back to me so quickly! Here are my answers:

  • I could not find a function in Publisher to place them. I searched, but if it's possible, I must not be searching on the right words.
  • According to the Resource Manager in Publisher, they are not 300 DPI. Publisher says the original is. Note below the discrepancy between Original DPI and Placed DPI.image.png.7769e94879e391d4e41a20cc6940b748.pngwas 300 DPI, but the Resource Manager says otherwise.

And when you place the image, click it into place so that its native resolution is used. If you drag it out, its placed resolution will depend on the size you drag it out to.
