Control of document/canvas position using the Scrollbar and View Tool

Proposal for consistent control of document/canvas position using the Scrollbar and View Tool (Hand).

I have document in centre window (the size of the window and the size of the zoom are crucial, so it can work a little differently for everyone):

Scrollbar to left side, document is alligned to the right side (OK, so it should be right)

Scrollbar to right side, document is alligned to the left side. Unfortunately, regardless of the displayed ruler, so part of the document overlaps (KO, the position of the document should respect the visibility/invisibility of the ruler).

Scrollbar to top, document is alligned to the bottom side, but unfortunately to the middle of document, so big part of the document overlaps (KO, the position of the document should respect window).

Scrollbar to bottom, document is alligned to the top side, but unfortunately to the middle of document + ruler, so big part of the document overlaps (KO, the position of the document should respect window and the visibility/invisibility of the ruler).

If the position of the document is set using the View Tool, the window is not respected at all, and the document can be completely hidden - moved beyond the displayed area of the window, even though the position of Scroolbar claims something completely different.

(according to the ruler, it is obvious, that the document is located in the next room) - KO, changing the position of the document using the View Tool should allow moving only within the display area of the window, as it is (should be) when moving/scrolling with the Scrollbar.

If the size of the application window or the zoom size changes, then the movement of the document even with the Scrollbar (left side and top) is completely unexpected:

Moving the Scrollbar all the way to the left should align the right side of the document to the right edge of the displayed window area, and so on.
