Unless I have misunderstood the question, you can:

  • install the font on your machine;
  • in Publisher (or any of the Affinity applications) create an Artistic Text layer;
  • use the Glyph Browser to select the glyph from the font you have installed and add it to the text in the Artistic Text (like you might do with something like Webdings/Wingdings, for example).
