need middel part to be cut and saved

I need help with the following I want to learn how to take the middel part out of this screen, and save it on it own
The gold part.

I am using affinity designer, and it is a jpg file that i want the whole gold thing to be used on it own

Open/load that bitmap image into Designer, then change into the Pixel Persona. There you have then several selection tool possibilities, like the circilar selection, the selection brush or the freehand selection tool. - In order to select the whole golden ring stuff, use the round circle selection, select around the gold stuff and do a copy of the selection (Edit > Copy, or Cmd-C/Ctrl-C), then you can paste the grabbed copy into another new empty file for reusage, or to it's own layer inside the same golden stuff file.

Since it's a bitmap/raster image file, we use the Pixel Persona here in Designer ...
