Hello. New to Affinity and I'm having an issue that I just can't piece out. I'm using the Pen Tool in Designer and applying a textured image brush, however, when the brush is applied, the result is that the brush is pulling to some "center" point, as seen in the attachment. I'm trying to determine if the brush is able to be applied at right angles. I can achieve this by Corners option from Pull to Overlap, but then the corners are not as desired. I very well could be doing this incorrectly, I just don't know enough.

No you are not doing it incorrectly, the vector brush is a very limited tool, you have a bit more control with the stroke panel but really the vector brush needs a major overhaul and the parameters fleshing out.
