v_kyr Posted December 25, 2020 Share Posted December 25, 2020 Looks more like an applied painting effect to a photo. - I would say take a portrait, in the first step perform an oil/pastel like filter on it, so the initial photo looks more like a painting. Then in a second step apply a buch of vertical rectangular stripes from left to right and in the middle let them be semitransparent till transparent. You can try with two uploaded images: one for the face (photo) the other for the vertically striped structure (painting).
