What's the point of layer lock?

Hi,

 

I just spent 20 minutes doing work on a layer I thought was locked. It turns out I can still draw on a locked layer, edit, cut, move...

So layer lock does not appear to protect the layer at all. It doesn't stop someone from accidentally editing that layer.

Is this a bug? What's the point of layer lock that doesn't lock the layer?
