Affinity Photo question - Scopes in Develop and Photo Personas

I was developing some RAW images in the Develop Persona.

I had the Scopes panel open and I noticed a significant difference in the readouts on the display when I clicked "Develop" and went back to the Photo Persona.

Is this what should be happening, or is it possibly a bug? Or am I just missing something obvious?
