creating repeating text fields

Hello, 

I am trying to recreate a layout similar to the one below. I want a repeating text field with a green line and some space under it. At the top of the text field, I wish to include two headers, both centered horizonally.

I am not sure how to make this fairly automatic in Affinity Publishers. The tables do not flow to other pages.

One way to sort of automate this look is using saved text styles for each type, while the style for the centered headline may automatically include the line above (Paragraph Panel > Decoration).

If you use the "Next style" option (in "Edit Text Style" window > "Style") defined for the headline, assigning the body text then you get the body style assigned automatically to the text paragraphs following the headline, either while typing or afterwards (select all text of one section > right-click on the headline style in the Text Style Panel > choose "Apply '...' then Next Styles").
