Master pages migration does not work properly

Do the following:

1. Open the attached afpub file.
2. Master A is assigned to page 1. Drag Master B to page 1.
3. Now alternately drag Master A and Master B to page 1, one after the other.

Expected:
Image and text rotate 90 degrees counterclockwise with Master B (migration). After assigning Master A, both elements rotate back to their original position.

Result:
The text behaves as expected. But the image keeps turning in the same direction (90 degrees counterclockwise).
