The rasterisation option only applies to objects which can't be exported as vectors. In your case, you appear to have an actual image in the document, and then you're asking for that image to be exported as SVG, so we're embedding it in the <image> tag. Not for an automatic conversion, right! - Use some vectorizing/tracing tools (see here bitmap-to-vector tracing) to convert the PNG into some vector format (SVG, PDF) which you then can import into Designer for further modifications and in order to resave as SVG if needed.
