Although I have set the Unknown plugins to be allowed in Paint, when I try to select them in Filters | Plugins, nothing is displayed, i.e. the ellipsis indicating content is unresponsive.

Welcome to Affinity Forums :)
Does the filter(s) appear listed in the Filters menu? Even if greyed out? If so they are being detected and the issue is most likely related with the image/or layer type you have selected, that is, for them to work you must have a pixel layer selected (check the label between parenthesis after the layer's name in the Layers panel) and the color format of the image should be (for the majority of filters) RGB 8 or 16 bits. Most plugins do not support 32 bit images. If they don't appear listed in the Filters menu, they are not being detected which indicates an issue with the Photoshop Plugins configuration in Affinity Photo Preferences section. The beach balling (ellipsis you mention) is a little unexpected here. Does the filters appear listed for you?

I didn't have an image open. I'd added a plugin and was checking that it had succeeded. I was expecting to see the choices it offered, but as you say it needs an image open before it takes the final step. All good now. Thanks for your help.
