"Justification left" does not work

I'm not sure what you mean by the text being displayed "ready to use, as with justified text". It sounds like you want justified text, so what didn't work?

Can you provide a screenshot, @Designer1?

Perhaps what you want is "Align Left", not "Justify Left"?

"Justify Left" is doing exactly what it means: all lines in the paragraph should be fully justified, except for the last line which will be aligned left.

Screenshot please? And please make sure you have Text > Show Special Characters enabled. My initial guess is that you do not have a paragraph break between the heading and the text that follows.

How can I make paragraph breaks between the heading and the following text?
When I do it, I suddenly have an empty line between the headline and the text. Is there an instruction how to format text in Publisher? In Word everything is so easy and works, in Publisher it does not work!

Don't they need a paragraph break, so the Paragraph Style they apply to the first line is isolated to that line?

Designer1: Whether you get a blank line with a Paragraph Break is determined by the Space After and Space Before settings on the Paragraph Text Styles that are involved.

Yes, that's Justify Left (all lines except the last one in the paragraph are justified).

I'm suggesting you need Align Left, instead:

Yes or no, depending on what he wants to do. You can apply a Character Style to that line. Or the Space After/Before for a Paragraph style as you suggested which is more appropriate for more complex/longer documents.

You can find them in the Paragraph studio panel:

and you can find them in the Spacing portion of a Paragraph Text Style:
