Hi experienced the following situation :

When a picture (from Affinity Photo) was inserted in Publisher "below" other objets (in the layers), the upper objects were rasterized in all PDF outputs I tried, even the "for export" mode. The main problem was with a text block . The picture and the text did not overlap in anyway, so I see no reason to rasterize the text block. Yet, if the picture was in a lower layer than the text block, the text block was rasterized. In the attached example, one of the text blocks is rasterized, the other is not. The problem disappears when all text blocks are "under" the picture. Why is this?

The problem (illustrated in the attachment) was on page 4, where all text blocks are now in vector representation, but to get this I had to organize the layers (objects) in such a way that the only thing that is on top of the image is the page number and its associated layout elements. 

I see no technical reason for this. Could it be avoided?

Would you be able to upload the Publisher file or at least a sample of it so it can be checked? How was the picture inserted and what format was it? Where any effects applied to the text or anything similar?
