I have learned how to create a LUT using adjustment layers and apply them.  However when I add a fill layer with a particular color and blend mode the exported LUT does not work when applied to the LUT adjustment layer.  My question is, "Can you only create LUTs using adjustment layers or should you be able to use fill layers?"

The Help indicates that you can create LUTs based on Adjustments, so my guess is that File > Export LUT... would only use Adjustment Layers to construct the new LUT.

However, you might try the following to see if it would work:

  1. Export a JPG copy of your image, which I will call Image1.
  2. Add your adjustments and your Fill Layer.
  3. Export another JPG copy with the changes from 2, which I will call Image2.
  4. Open a new image
  5. Create a LUT adjustment, and in the LUT adjustment dialog click on Infer LUT...
  6. Provide Image1 and Image2 as input to Infer LUT...

After step 6 you should have a new LUT adjustment layer that incorporates all the differences between Image1 and Image2. Use File > Export LUT... to get a new LUT file.
