I’m a bit of a newbie, but I’m having a consistent problem with finding my layers locked in place (without them actually being locked) after I’ve made a few edits. I’m not positive what is causing the issue, but I think it usually happens after I’ve erased a part of a layer. I could be wrong though. I know it’s happening when I see two blue borders on the layer - one outlining the whole image, and one outlining where I’ve made the incriminating edits.
 

ive tried restarting affinity and my computer but the layers are still stuck. This has happened in multiple files as I’ve been working on them. How do I get them unstuck?

Unfortunately it’s difficult for us to see a lack of movement in a still image.
From the Layers Panel it looks like you have an image of a galaxy selected which is larger than the canvas - which could be why the outer blue rectangle is larger than the visible image - but I don’t know why you seem to have a much smaller ‘something-or-other’ selected, which can be seen by the small selection box with the handles on it.
I think I have seen this before but I can’t remember how it happened for me or what I did to stop it.
Is there any way you could make a video showing what happens when you select/move different layers (and a quick look at your “View” menu)?

(There's probably a perfectly reasonable explaination for this but I'm just not seeing it at the moment. Someone else may know off the top of their head.)

Welcome to Affinity Forums :)
Seems you have a pixel selection active. Press CTRL+D to deselect it then try moving the layers again. Let me know if you still have issues. 
Pixels selections where the opacity is lower than 50% don't display the marching ants around the selection.
