I'm having a problems understanding how Constraints work.

Attached is a constrained group for a dimension line. The idea is that I can stretch or squeeze it to suit a particular size. How do I reduce the bounding box to fit the group so I can manipulate it correctly?

Your initial grouping looks outbounded aka odd. Just remove that grouping, then select all layers and re-group.

Select the Constraints Group, Ungroup then Group.

The constraints on the arrows are wrong, by the way. The arrow on the left should not be tied to the right hand edge of its container, and the arrow on the right should not be tied to the left edge of its container.

Hi,

Thanks but that is what I meant about understanding how 'Constraints' work. I'll have another look at the manual and try and re-create the group from scratch.
