Border on image in Publisher

How do I add a border around an image and add an outer glow background? Was super simple in Page Plus.

Also, is there a way to copy image properties (e.g. border and background) to another image? Once again, super simple with the Paint Brush tool in Page Plus.

One method to add the border:

1. Place your image.
2. Draw a rectangle around it with the Rectangle Tool.
3. Move it below the image in the Layers panel.
4. Select the layer you want to have the outer glow.
5. Click the fx icon at the bottom of the Layers panel, click on Outer Glow, select it, and adjust it.

Copying the border/effect will depend on which layer you wanted the effect on, and whether the images are all the same size. So more info would be needed to answer that question, I believe.
