disappearing buttons / e.g. (create) or (export)

Requester-buttons as (create) - when creating a new document
   aswell as (export) when exporting e.g. a PDF ... maybe some more elsewhere - haven't tried/tested.
Buttons are NOT visible in light UI when active (topmost layer),
   but they behave normal in dark UI.
Buttons "reappear" when (for example) the preference pane is layered above.
   (see screenshots attached)
This bug is in Publisher aswell as in Photo (haven't updated designer yet).

all running on a macMini Late12, 16Gb Ram on MacOs Sierra
   (I know, has its reasons - shd update at least to High...)

updated to Mojave / did a quick check and it looks like the whole "fuzz" is gone ...
- so probably only a problem with Sierra -
