Draw a stroke, choose the ‘Expand Stroke’ command to convert it a filled shape that mimics the original stroke, and apply a black or coloured stroke to the filled shape. Set the colour of the fill to white, or set it to ‘No Fill’ if you really want only the outline.

If you are in Designer use the Appearance Panel to add a thin white stroke to your original thick black stroke.

I have never mastered color management, period, so I cannot help with that.
