Inserting jpg image into existing layer in imported psd document (Publisher, Windows 10)

Hi - looking for advice :) I'm using Affinity Publisher (1.8.5) to make a Christmas card. I've downloaded the relevant .psd template from the printer, which opens up in Publisher with 4 layers, with the instruction to place my artwork in the Artwork layer. However much I try, using either Place Image or open, the .jpg file simply creates a new image layer, and I cannot work out how to insert that into the existing (pixel) Artwork layer. Am I missing something obvious here? I've checked online for solutions, but nothing I've found has solved this... any advice much appreciated!

You'll be able to clip an image to the pixel layer but it will be limited to the area of the layer. If you can post a screenshot of the template open in Publisher and the Layer panel there may be other workflows you can use instead.
