Popular font creation choices are FontLab (imo the best software around thanks to its age and features) and for mac there's also glyphsapp, that's quite cheap and powerful as well. There's also FontForge editor, that's completely free (GNU/GPL), but it's quite hard to use compared to apps listed above. It´s just a bit spaced font with a thick stroke (black), secondary thin Outline fx (white) and Outer Glow layer fx (white).
