Is there some way to use the "paste fx" button without it insisting on scaling the effects? To give an example:

 

I have an embedded image, that is at 100% of its native size. I give it an outline with a radius of 10 pixels. I copy that image so I can use "paste FX"

I select another image, this one scaled to 50%. I use Edit->"Paste FX" and it paste the outline effect to this second image object... and it is set to 5 pixels.

Obviously this is because it is scaling the effect to the size of the image object, but that is absolutely not what I want to do. I said 10 pixels, so I mean 10 pixels.

 

Is there any way to make this behave in the expected way?

No. Serif has allowed the problem to persist for many years.
