Those two page spreads are obviously single page spreads, maybe from a PDF or the size was changed in the Spread Setup dialog. See the difference in our screenshots regarding Page 3 and Pages 2,3

It isn't as easy as changing the spread size, what you have really looks like a PDF file opened in Affinity Publisher. I am hesitant to offer solutions without knowing more about how the document was created. Do you have master pages?  I don't now how many pages we are talking about here, so it may be easier to start from scratch. Do you have all the elements readily available? Looks like a fair amount of artwork is involved.

First I would make a two page spread document from scratch with the proper dimensions.
