I am trying to resize the canvas to put a border around the image. I unlock the padlock add 30 px to height and width and place the anchor in the middle.  Then add a fill layer under the pixel layer and I get a border around the image. But I do the same on other images and this happens, there is no border, border is only on one,  two or three sides. Sometimes  when  I add the file layer as before and the image in blank but the image appears in the border. I have no idea why this is happening.

Yor descripion seems to be of the correct procedure. Could you provide a video record of a procedure the gives an incorrect result.

The pixel layer seems to be larger (wider) than the document size, it is hanging off the right hand side. note the blue outline.

I have never mastered color management, period, so I cannot help with that.

I am getting a similar or related issue.

I am trying to add an outline in black and then a thick border in white.

I have been using: expand canvas-->Matte as well as using a background fill layer. Both methods produce problems.

When adding the thick border (145 pixels on a 1400 wide image) after adding a 3 pixel outline, I get a transparent border on 2 sides and black on the other 2, when was expecting transparent on all 4 sides. 

The only solution seems to be save as a jpg and then reopen. Then problem goes away. This looks like a bug to me.
