If at least one of the two drawings is available via the home screen you can do this quite easily. Tap on the three-bar ‘hamburger’ menu for one of the drawings and choose the ‘Save’ option to save a copy to the default location (‘On My iPad’ or ‘iCloud’) and then open the other drawing. Now choose the ‘Place Image’ command from the Document menu, navigate to the saved image and drag it out to embed it anywhere in the current document. Double-clicking the embedded document will open it for editing, and you can then select all of the layers in the Layers Studio and copy them to the clipboard. The left-arrow at the top of the screen will take you back to the parent document, allowing you to paste the copied content (after which you can delete the embedded document, since you will no longer need it).
