When I sample color with the brush (alt key) does it use the values I set on the color picker tool?

(I set my color picker tool to sample and average 5x5 then when I sample with the brush that is what I will get)

I can confirm when colour picking using the Loupe attached to a tool (such as the brush tool) it will only sample a 1x1 pixel and will not use the settings for the Colour Picker Tool - as it's only this tool that can average out based on multiple pixels.
