Can't move layers/object around in the 'layers studio'??

Hi.. for some reason I can't move layers around in the layers studio??  Not sure if i clicked on some setting Or why that functionality is gone??

Any help would be appreciated.. heres a link to a Loom Video showing the issue -

There has been no change in the functionality of moving layers I have attached in a screen recording showing how to move a layer above another

@DWright - Thanks for that... never could figure out how to fix it..  i uninstalled and then reinstalled on my macbook.  All is back to normal now.

I've had this problem a few times, when you can't even select any layers to move, and found a workaround is to create a new document, create a few boxes, go to layers, click and move layer, switch back to the document with the fault and the layers should again be selectable and moveable
