The entire German Affinity help html files use the upper quotation marks only. – But note, there is no absolute 100% rule for German quotation marks to be set at bottom + top only. The computer's predecessor, the "Typewriter", only offer(ed) the upper " but not the bottom ,, variant. Also nowadays the Finder on a German macOS and e.g. browser text fields (like this post, but German websites, too) uses this so called "Schreibmaschinensatz" (~ 'typewriter type setting') with its "non-typographical" quotation marks, where I would use the comma twice ,, to visually simulate a bottom version of ". Concerning the German results within a English app version: I would prefer to get English but don't know how to force it. Unfortunately this auto-translation doesn't work reliable, for instance "table" doesn't display at all the according "Tabelle" but offers only German results containing the English word "table" (e.g. the "LTU" topic).
