Blur brush tool in pixel persona

Any example of what you require?

If you press and hold the mouse button for a moment over the smudge tool you will get a flyout with several additional tools, one of which is a blur brush.

That said, if you really want to blur the entire image, you may be better off using the blur layer fx (click the "fx" button on the Layers panel to get at these) or one of the various Blur options under the Filters menu.

Oops, sorry, I was thinking Photo.

In Designer the Blur brush is there but not hiding under the Smudge tool.  If you don't see the blur brush (its icon looks like a water drop) you may need to customize the tools (View -> Customize Tools).

The Layer FX are also there.
