Depends on the used app and tools. - In Designer you can just type text along a path (AFAI've read text on path it's now also taken over into recent Photo beta versions). Also some Photo live filters like perspective won't raster aristic text here and keep the text in an editable manner then. - Thus you might can try, if you get close to what you want, with a combination of "text on path" and a "live perspective filter" taken over from Photo (via copy/paste) into Designer. Other than that, the Affinity tools are pretty weak on the vector distortion features side and sadly don't offer anything usable/valuable in this regard. One of the reasons people have to use third party tools for workarounds then instead!
