Also, other apps (including for example Affinity Photo) do maintain windows/tabs across sessions, so it seems rather a Publisher bug than a system behaviour. Quote

Make sure you open Publisher's General preferences and System Preferences so we make sure everything is fine. Quote

Well, this is quite strange: things came spontaneously back to normal, that is Publisher is again keeping the window configuration of last session with the docs that should be open. I don't know what caused the problem nor what and how it got solved by itself. I'm 100% certain that both Publisher prefs and System prefs were correctly configured, as it is standard procedure for me for many years already and I specifically remember checking the option for Publisher (it *did* work as I said for a few months since I got Publisher). Finally all is well, and thanks to all who tried to help. Quote
