The new implementation rotates the view of the canvas (i.e., View menu). This is a different kind of rotation from rotating the actual canvas (document, via thte Document menu) or rotating an object (Layer menu), as it is not making a physical change to the document.

I'm not sure how we would figure out which was meant if both existed as mousewheel actions?

Thanks for the clarification.

I don't like that. It mixes up rotating the view (which does not physically alter the doucment) and rotating the document, and would be confusing in my opinion. If one wants to physically alter the document, or the way it is exported, one should (in my opinion) use the existing mechanisms that do that.
