In Photoshop (CS6) I would create a nondestructive Dodge and Burn layer by:
    Alt-click on the New Layer icon at the bottom of the Layers palette
    Set the Mode popup menu to Overlay
    Select fill the layer with Overlay-neutral color (50% gray)
    Paint with white or black to dodge and burn

Is this possible in Affinity Photo?

Affinity Photo Legacy Tutorial on Non-Destructive Dodge & Burn

Numerous Tutorials on YouTube for Affinity Photo Non-Destructive Dodge & Burn

Also I came across this tutorial for PhotoShop by PixImperfect, called Gray Layer for Dodge & Burn is Stupid. He proves that we really don't need to fill the layer with 50% grey. I've tried using an empty pixel layer as he states, and it works.
