Steps to reproduce:

  • Place a picture frame onto a master page
  • Copy some pixel content into the clipboard (e.g. via macOS screenshot)
  • on a actual document page, select the picture frame coming from the master and open the context menu
  • As per documentation, context menu should contain a "Paste as Content" item, but does not.

Comment:

I guess this is because a picture frame defined on a master page is a semi-locked object - its size and position is locked, but changing the contents should not be locked. All other methods for assigning content to a masterpage picture frame work as expected (direct drag into frame, replace image, place image tool), so it seems that the missing "Paste as Content" context menu item is just a tiny oversight, such that the context menu treats the frame like any other completely locked object.
