Text Flow Format on Master Page not taking effect on Working Page

I've set up my master pages for my publishing project. I've checked my formatting multiple times and everything looks to be set the way I want it. When I am pulling in my text and images from external files, Publisher is ignoring my settings, specifically my text flow settings. 

I've taken a picture of my master settings for the page I'm loading and what my loaded page looks like without the text flow working. Since I'm new to this I know there is some simple setting on the program that I'm overlooking. I hope those of you with more experience can help me.

This looks like you have applied the text wrap to the text frame instead of the image frame.

You want the picture to push the text out of the way so apply the wrap to the picture. The picture will then have the text wrap around it.

If you can provide a sample .afpub file that demonstrates the problem that will probably provide the quickest way that we can help you.

Thank you @thatGuy. I checked and it looks good as far as I can tell.

@walt.farrell. I've attached a file I stripped down except for the master pages and the few pages up to the page that isn't complying. I'm sure it is probably just a little thing I've done that messes things up. Unfortunately, I don't have enough experience yet to fix it. You can tell by the amateurish layout that I'm still getting a handle on this whole program.

Go to your Master Pages for the Recipes and remove the text wrap from the text frames but leave it for the picture frames.
