The picture looks washed out.In the filter settings in Photoshop you can set the color intensity, the radius of the filter and the mid-tone contrast. As a result, the picture appears more contrasting overall without losing a lot of drawing.Even Gimp has a similar filter since one or two years. Unfortunately there's no one filter that I'm aware of that will achieve this in Affinity Photo, my apologies - however you could use a combination of Shadows & Highlights, HSL & Contrast adjustments to closer replicate this effect.
