Shortcuts file not recognized as a valid file

They loaded here. I exported my keyboard shortcuts and loaded yours, the Reset Rotation in yours is option + R and in mine it is control + R. Each worked as expected. I am on OS 10.14.6 and we are running the same version of the Mac App Store Photo.

Mac Pro (Late 2013) Mac OS 12.7.4 
Affinity Designer 2.4.1 | Affinity Photo 2.4.1 | Affinity Publisher 2.4.1 | Beta versions as they appear.

I have never mastered color management, period, so I cannot help with that.

I am on Catalina 10.15.6 so I wonder if that is an issue?
