As suggested in another thread in the forum, for book covers you might also like to consider Affinity Designer (just to add to your confusion!)  🤔

Instead of purchasing either Affinity Designer or Affinity Publisher straight away, you might like to download and install the trial version of either one. Having used the trial for a maximum of ten consecutive days, you can download and install the other one and try it for a further ten days; because of the shared file format, you will be able to open any previously saved files and do further work in them.

To answer your question: Yes, you can layout the book cover in APhoto and export a proper print file – but the layout process may be more comfortable in AD, and especially APub, which offers features for more efficient workflows that APh and AD don't.
