You can specify a hyphenation language in the Character panel, but the setting to enable Automatic Hyphenation (in the Paragraph panel or paragraph text styes) is available only in Publisher. If you want automatic hyphenation to work in Designer you need to open the file in Publisher and enable it there. Meanwhile, if you do get Publisher you get other items that are relevant and very useful if you're using enough text that you might need automatic hyphenation: text flow, baseline grids, find/replace, and more.
