For example, do you mean playing cards, or greetings cards, or table place cards, or business cards, or something else. If you can give us an idea of what one looks like then we can advise better. The master pages are only useful when the elements placed there are repeated on multiple pages. Create a new document with the base image you want for the card (and other common elements you may want) and save it as an afpublish file. Then place it as an embedded document on the page and duplicate the embedded document to create the rest of the cards. If you now need to change the image or any common elements on the embedded document, double-click on one of them (it will open in a new document tab), make the changes you need and sea it. All the other will update accordingly. Alternatively, if you have Affinity Designer installed (thus accessible from within Publisher interface via StudioLink) you can do the same thing using symbols instead. Place the first image on the page, turn it into a symbol, then add the duplicated images as Symbols dragging them from the Symbols panel. Changing one of them will update all the other instances.
