If you have already tried: Verifying that Windows is not making an update (Start, Settings, Updates & Security); and Restarting Windows, and then right-clicking on the installer and choosing Run as Administrator; then you may need to Run the Microsoft Uninstall Troubleshooter. Issues like this can be caused by some 3rd-party disk cleanup products, which delete too much data in their attempt to save space.
