Improve picture where to start

Hi John Hall,

I'd start with the Inpaiting brush to remove some of the 'lines' in the image (see the attached screenshot).  I've also selected the Leather Jacket and boosted the Contrast to make it appear less faded.  

I'm sure others will have some tips that they will share on other things you can do to improve the image :)

I wonder whether you can start at first with an improved digitising procedure. Note that everything in this first digital file will continue in all further edits and may them either worse or not get the best. The order of edits can be relevant, too, in particular sharpening should be the last step and always judged in 100% view.

Your sample looks like a scan or photo of a printed image, but in the bottom right corner it seems it wasn't plane/flat when taken:

Also it seems there was sharpening applied, which unfortunately seems to affect the vertical lines (scratches?) more then the image. Compare eyes / hair vs. vertical structure:

In the entire picture all deep shadows, not only the black hair and clothes, seem too dark, as if the contrast was increased too much or the levels adjusted accordingly.

It might be worth to enlarge the image resolution (= double the amount of pixels) to get a slightly sharper print for the album. This would be more useful before edits are done than after them.
I am not experienced with APhoto's upscaling qualities (only noticed that "Resize document..." is different from "Resize Pixel Art"), because I am used to the app "Topaz GigaPixel AI" which only does enlarge images. It has a few special options but quite different results, sometimes impressive, sometimes no recognisable difference, depending much on the motive.
