You need to buy a separate Windows version to install on Windows or an iPad version to install on an iPad. Each version is purchased independently and each has its own licenses. It would not be possible to swap from one to the other.

I was about to buy a new laptop (iOS)

The operating system for a new Apple Macintosh laptop (MacBook) is macOS, not iOS. The latter is for mobile devices such as iPad and iPhone.

If you wanted to run an Affinity app on Windows, macOS and iOS, you would need a separate licence for each of the three platforms.
