After dragging the origin use the Transform panel instead, leave the handles there untouched, just type in -5 for the rotation angle and duplicate. Edit: To see if there were rounding errors, visit Preferences -> User Interface and have a look at the decimal places for degree. Maybe to make sure to eliminate rounding errors, type "-5.0" in instead? Or for any angle enter a fraction like 360/n where n is the number of duplicates needed to complete a circle. It works great for things like creating 19 perfectly spaced duplicates.
