You should be able to create a new Publisher document, add a text frame to it, and use File > Place to put your docx file into the frame. When it overflows, just Shift+Click the linking triangle on the lower right of the frame and Publisher will create additional pages to hold the part that overflowed. You can also do this with Text Frames that are created on Master Pages.
